1 General

1.1 According to the "Standardization Law of the People's Republic of China" and with reference to the relevant provisions of the "Regulations of the National Professional Standardization Technical Committee", "Administrative Measures of the National Professional Standardization Technical Committee" and "Management Rules of the Machinery Industry Standardization Technical Committee", this charter is formulated.

1.2 In order to meet the requirements of the market economy, promote the rapid development of the standardization work of reduction gears in my country, strengthen the integration with international standardization work, give full play to the enthusiasm of technical personnel in all aspects of the professional field of reduction gears, speed up the formulation and revision of standards, and improve the quality of standards In order to improve the quality of my country's reduction and transmission products and enhance international competitiveness, a technical committee for the standardization of reduction and transmission in the machinery industry (hereinafter referred to as the reduction and transmission standardization committee) has been established.

1.3 The reduction and transmission standard committee is mainly responsible for the formulation and revision of national and industry standards in the technical fields of cycloid reducer, mechanical continuously variable transmission and other general and special reduction and transmission technology.

1.4 The Standard Committee of Gearboxes is under the leadership of the Ministry of Industry and Information Technology of the People's Republic of China and the China Machinery Industry Federation, and the seals are uniformly issued by the China Machinery Industry Federation.

2 work tasks

2.1 The Speed Reducer Standardization Committee is an unincorporated technical organization engaged in standardization work such as drafting and technical review of national standards and industry standards in the professional field of speed reducers. Its tasks include:

2.1.1 Analyze the standardization needs of this professional field, study and propose the development plan, standard system and revision plan of national standards and industry standards in this professional field;

2.1.2 According to national standards and industry standards, formulate and revise plans, organize and be responsible for the organization, drafting and technical review of national standards and industry standards in this professional field;

2.1.3 Be responsible for the technical content and quality of national standards and industry standards drafted and reviewed;

2.1.4 To be responsible for the review of national standards and industry standards in this professional field, and to put forward suggestions for the continuation, revision or abolition of national standards and industry standards;

2.1.5 Participate in the external notification and consultation of mandatory national standards and the follow-up of foreign technical regulations

tracking and reviewing work;

2.1.6 Entrusted by the National Standardization Administration Committee and the Ministry of Industry and Information Technology of the People's Republic of China, responsible for organizing the training of drafters of national standards and industry standards, and carrying out the publicity and interpretation of national standards and industry standards in the professional field;

2.1.7 Investigate and study the implementation of national standards and industry standards in this professional field, put forward suggestions on how to deal with existing problems in a timely manner, and notify relevant state departments of the situation;

2.1.8 In accordance with the relevant regulations of the National Standardization Administration and the Ministry of Industry and Information Technology, undertake the transformation of international standards in this professional field;

2.1.9 Manage national standards and industry standards project approval, drafting, soliciting opinions, technical review, approval and other related work files;

2.1.10 A working meeting of all members shall be held at least once a year. Report work to the higher-level department with standardized management functions in a timely manner, and submit the previous year's work report and annual work report before January 15 each year.

2.1.11 To undertake other tasks entrusted by the Ministry of Industry and Information Technology of the People's Republic of China, China Machinery Industry Federation and relevant administrative departments of the state and the industry.

2.2 Under the premise of completing the above tasks, the standardization work of this profession can be carried out for the society, and it can accept the entrustment of relevant provinces, cities and enterprises to undertake technical services such as the formulation and review of local standards and enterprise standards for this profession. Organize the publicity, implementation and training of basic, general national standards and industry standards for reduction gears, and promote the implementation of the standards. Investigate and analyze the implementation of the standards promulgated by the reduction and transmission profession, and make a written report. Carry out technical development and consulting services for the reduction and transmission profession using standardization as a means.

3 Organizations

3.1 The members of the reduction and transmission standard committee (referred to as members, the same below) should be engaged in the professional production, use, distribution, scientific research, testing and teaching of reduction and transmission, with a high theoretical level and rich practical experience, familiar with and enthusiastic about standardization. Work, can actively participate in standardization activities, and personnel with intermediate technical titles or above. The term of each reduction and transmission standard committee member is five years. The composition plan of the reduction gear standard committee shall be reviewed and approved by the relevant state departments.

3.2 There are currently 43 members in the Speed Reducer Standard Committee, which can be increased or decreased in due course according to work needs.

Among them, there are 1 chairman, 5 vice-chairmen, 1 secretary-general and 2 deputy secretaries-general. The chief and deputy directors, chief and deputy secretaries-general and members should be well-known experts in technical or standardization work in the industry.

3.3 The members can be re-appointed and re-elected. Those who fail to perform their duties, fail to participate in voting for two consecutive times without any reason, or fail to participate in the activities of the bidding committee (such as standard review, international standard proposal discussion, standardization organization activities, etc.) Committee dealt with. For those who are not suitable to continue to serve as members due to job changes, the committee unit may re-recommend candidates, and report to the industry standardization superior management department for approval for another appointment. The members to be added according to the needs of the industry shall be approved by the director and vice chairman of the reduction and transmission standard committee, and shall be reported to the leaders of the industry standardization superior management department for review, approval and appointment.

Members should actively participate in the work of the bid committee. Members have the right to vote in the bid committee, have the right to obtain the information and documents of the bid committee, and are obliged to undertake the formulation, review, and review of the reduction gear standard (generally undertaken by the secretariat). ) and other related standardization work arranged by the bidding committee and payment of membership fees.

3.4 According to the needs of the work, the reduction and transmission machine standard committee may set up observers. There is no limit to the number of observers. All enterprises and institutions related to the production, use, and scientific research of this specialty can apply, which will be reviewed and approved by the Speed Reducer Standard Committee. Observers can obtain the information and documents of the bidding committee, attend the meeting of the bidding committee, express opinions and make suggestions, but have no voting rights.

3.5 According to the needs of the work, the Speed Reducer Standard Committee may set up advisory members (no more than 5 people), and the consultants should be experts or scholars in the professional field, appointed by the bid committee, without voting rights.

3.6 There is a secretariat under the Speed Reducer Standard Committee. The secretariat is attached to China Machinery International Engineering Design and Research Institute Co., Ltd. Under the leadership of the chairman and secretary general of the reduction and transmission standard committee, the secretariat is responsible for handling the daily work of the standard committee. The seal of the Secretariat is issued by the China Machinery Industry Federation. The secretariat is administratively led by the affiliated unit, and the work of the secretariat is included in the work plan of the affiliated unit. The affiliated unit appoints staff to serve as the secretary general, and provides necessary working conditions and work funds for the secretariat.

3.7 The members of the standard committee for reduction and transmission implement an annual review system. According to the requirements of relevant departments for the annual review of members, the Secretariat shall conduct annual review and assessment of members at least every two years.

3.8 For members who have not passed the annual review and assessment, the committee will report criticism or request relevant departments to replace them as the case may be.

3.9 According to the needs of the work, the Standardization Committee of Reduced and Variable Speed Machines may set up a standard working group, whose tasks and personnel arrangements are determined by the internal negotiation of the Standardization Committee of Reduced and Variable Speed Machines according to the actual situation. After the standard formulation and revision work is completed, it will be cancelled.

3.10 The chairman or secretary-general of the Gearbox Standardization Committee shall participate in the meeting held by the industry standardization management department.

3.11 At the end of each year, the standardization committee of the reduction and transmission shall report the work summary of the year and the report on the use of industry standard subsidy funds to the higher-level standardization department, and fill in the annual review registration form as required to submit it to the industry standardization higher-level management department (when necessary).

4 working procedures

4.1 The Standardization Committee of Reduced and Variable Speed Machines shall formulate and revise the standard plan according to the "Table of Standardization System of Reduced and Variable Speed Machines" and the requirements issued by the Ministry of Industry and Information Technology of the People's Republic of China, China Machinery Industry Federation and relevant standardization authorities, and the market's response to the standard plan. To meet the needs of standards, organize relevant units or individuals to put forward suggestions on the formulation and revision of national standards or industry standards. After reviewing and summarizing, it will be reported to the industry standard department.

4.2 According to the plan issued by the Ministry of Industry and Information Technology of the People's Republic of China, China Machinery Industry Federation and relevant administrative departments, the Standard Committee of Reducer and Gearbox organizes the implementation of planned projects, guides and urges and participates in the standard working group, and the standard drafting unit is mainly responsible for Carry out standard formulation and revision.

4.3 The working group for standard formulation and revision or the main drafting unit of the standard shall, on the basis of investigation, research and experimental verification, put forward a draft of the standard, and send it to members and representative units and individuals for comments. The time for comment is generally one month. After the standard working group or the main drafting unit of the standard comprehensively analyzes the comments, the standard is revised, and the draft of the standard is submitted for review and reported to the secretariat.

4.4 The secretariat will send the standard draft to the chairman for initial review, determine the review form (joint review or letter review), and submit it to all members for review. Meeting review, in principle, should reach consensus. If a vote is required, no less than three-quarters of the members with voting rights must participate in the voting. If more than two-thirds of the voting members vote in favor, and the negative votes do not exceed one-fourth of the voting members, the review will be approved. The voting results shall form a resolution, which shall be archived by the Secretariat. Members who fail to attend the meeting during the tribunal shall make a written statement before the meeting. During the letter review, if the written comments are not returned within the stipulated time, the votes will also be counted as abstentions. Corresponding supporting materials must be provided for the standards or clauses in which there are differences of opinion. Criteria for review

The votes should be recorded in writing as an annex to the standard review opinion statement.

4.5 The draft of the standard that has passed the review shall be revised by the standard working group or the main drafting unit of the standard according to the review comments to form a draft for approval, and the draft of the standard and its annexes shall be submitted to the Secretariat as required. Responsible for content and writing quality.

4.6 The Secretariat will review the standard draft and its attachments. After being confirmed by the Secretary-General, it will be sent to the chairman or his entrusted deputy chairman for review. After confirmation, it will be reported to the competent department that issued the standard project plan for approval and publication.

4.7 The speed reduction gear standard committee generally holds a meeting every year (which can be held in conjunction with the standard review meeting) to summarize the previous year's work (including standard formulation, revision, review, standard publicity, training, implementation and adoption of international standards, foreign advanced standards, etc.), arrange plans for the next year, check the use of funds, etc. After the meeting, write out written materials, report it to the relevant management department at a higher level, and distribute it to all members.

4.8 When voting on the relevant matters, the committee shall have no less than three-quarters of the members with voting rights to participate in the voting. Major matters must be approved by two-thirds or more in order to be approved; general matters must be approved by one-half or more in order to be approved. The voting results shall form a resolution, which shall be archived by the Secretariat. Members who are unable to attend the meeting shall express their opinions in writing before the meeting. If they do not return their written opinions within the stipulated time, the votes shall be counted as abstentions.

5 Fund management system

5.1 The funds of the reduction and transmission standard committee must be earmarked.

5.2 Funding sources of the reduction and transmission machine standard committee:

5.2.1 The work funds provided by the industry standardization administrative department and relevant administrative departments;

5.2.2 Funds provided by the standard drafting unit;

5.2.3 Funds provided by the affiliated units of the Secretariat;

5.2.4 Income from carrying out standardized consulting and service work in this profession;

5.2.5 Funds provided by relevant parties for the standardization work of this reduction gear;

5.2.6 Membership fees paid by the members of this bid committee.

5.3 The main purpose of the funds of the standard committee of the reduction and transmission machine:

5.3.1 Expenses for meetings, research, and business trips of the Speed Reducer Standard Committee;

5.3.2 Fees for providing information to members;

5.3.3 Standard examination fees, publication fees, translation and printing fees for international and foreign standard documents;

5.3.4 Secretariat office expenses.

5.4 The funds required for the formulation and revision of national standards and industry standards shall be handled in accordance with relevant regulations.

5.5 The Secretariat assigns a person to be responsible for the management of funds. The budget and final accounts of the funds shall be reviewed and approved by the Bidding Committee and implemented by the Secretariat. The secretariat shall make a report on the income and expenditure of funds to all members every year, and report in writing to the relevant management department at the higher level.

5.6 The cost of standard formulation and revision shall, in principle, be jointly borne by the main drafting unit of the standard, the units participating in the drafting and the relevant user units. Funds for drafting of standards can also be raised through other channels as needed.

6 Supplementary Provisions

6.1 The code name of this standard committee is CMIF/TC15; the Chinese name is: Technical Committee for Standardization of Gearboxes in Mechanical Industry.

6.2 The right to interpret and amend this charter belongs to the Technical Committee for Standardization of Gearboxes of the Machinery Industry.

6.3 This charter will be implemented from the date of publication. The original "Regulations of the Technical Committee for Standardization of Mechanical Industry Gearboxes" issued on December 8, 2012 will be abolished immediately.
